Background study of the transformation of CESAE into a Joint Management Training Centre

The CESAE, led by Entrepreneurial Association of Portugal, is a private training centre with a cooperation agreement signed with National Public Employment and Training Centre (IEFP). Due to several reasons, mainly the changing elegibility conditions to cofinanced training actions within the programming period 2014-2020 in Portugal and the limitations faced by IEFP in funding co-operation agreements with private institutions, CESAE is now very penalised concerning the full implementation of its training potential. QP has been asked to led a background study informing the possible transformation of CESAE into a Training Centre integrated in the network of Joint Managed Training Centres led by IEFP. In the 10 first years of its existence (1985-1995), as CESAI, focused on informatics, CESAE has been managed trough that model. The study identified the strategic resources and capabilities of CESAE to be a training centre focused in digital transformation competences as an example of a digital institution not only in terms of competences to train but also from the perspective of the training methodologies and learning environments.


Elaboration of Centro`s Regional Agenda under the Action Plan for Circular Economy

The technical assistance consisted of advising the CCDR Centro's services charged of developing the theme of circular economy, helping them to design and follow-up the colaborative processes that led to the proposal of a Regional Agenda for Circular Economy enhancement, cofinanced by the Environmental Fund managed by the Ministry of Environment and targeted at developing in each NUTS II region the National Plan for the Circular Economy. It has also consisted of proposing a text for the Institutional Pact to enhance circular economyb in Centro region to be submitted to the region stakeholders. It has also integrated the follow-up of the experimental analysis of region's economic metabolism, study led by the swedis University of Chambers (team coordinated by Professor Leonardo Rosado).


Review of Lourinhã ́s Municipal General Plan

Quaternaire Portugal collaborated with the Municipality of Lourinhã in revision of its Municipal General Plan (PDM), sharing its coordination with the local technical staff. The work as been developed by a large and multisectoral team. The services provided by the company included, at the beginning, the analysis oh the urban settlements and a planning proposal for them. Afterwards, the Quaternaire Portugal ́s team delivered all mains documents of the PDM, as well as their successive changes throughout the process of public consultation. The services also included the designing of maps for National Ecological Reserve (REN).

The work started in 2012, the public consultation period occurred in 2015, the formal approval happened in 2017 and it was completed in early 2019.


Alto Tâmega Intermunicipal project of Business Location Network - Norte 2020

The mapping of business infrastructure in the Northern Region of Portugal is a fundamental requirement for the financing of this type of interventions within the framework of the European structural and investment funds for the period 2014-2020.

The Alto Tâmega Intermunicipal Community promoted this study, carried out by Quaternaire Portugal, to create a territorially cohesive and coherent basis for entrepreneurial localisation projects of each of its member municipalities.

The study identified and characterised all existing or projected areas, proposed a programme of interventions and its technical and financial needs and defined some guidelines for shared management and promotion at the municipal and supramunicipal levels.


Avaliação Intercalar ao Quadro Financeiro Plurianual 2014-2020 FAMI e FSI

O estudo compreendeu a avaliação intercalar de dois programas, o FAMI e o FSI: o primeiro centrado nos temas do asilo de indivíduos solicitando proteção internacional, a migração legal e a integração e o regresso de migrantes ilegais; o segundo centrado nos temas do controlo de fronteiras internas e externas e o combate ao crime organizado. O FAMI acolheu ainda os programas de recolocação e reinstalação de refugiados decorrentes dos compromissos assumidos pelo Governo português no quadro da crise de refugiados que atingiu a União Europeia e o ACNUR. A avaliação realizada assentou numa metodologia baseada na teoria e abrangeu uma paleta de métodos devidamente combinados para responder à bateria de questões de avaliação. O trabalho consistiu ainda na assistência técnica à Autoridade Responsável pela gestão dos dois programas no preenchimento de formulários a enviar à Comissão Europeia com as principais conclusões e recomendações da avaliação. Complementarmente, foram elaboradas apresentações com a síntese de conclusões e recomendações.
