The study consisted of technically assisting the CIM Cávado to elaborate its Territorial Development Integrated Strategy and the correspondent Action Plan, for the horizon 2014-2020, considered as a framework to support the contractualisation between the CIM Cávado and the Portugal 2020's OP's, principally the ROP Norte 2014-2020 and the Thematic OP Social Inclusion and Employment. The study is organised under the evidence that the territory of Cávado is at the heart of the innovation ecosystem which is in consolidation around the interaction between the University of Minho and other technologically-based institutions and the local and internationalised productive systems. After having elaborated a strategic and prospective diagnosis largely animated by the participation of local institutions in several workshops, the study proposes a Vision for the territory and results of transformation induced by the strategy assumed by the CIM Cávado in order to consolidate the trend of improving the income per head of the territory rekatively to the North Region and simultaneously to reduce the disparities between the municipalities represented in the CIM. The Action Plan that ends the study encompassed the investments of the municipalities and of the CIM itself that will be submitted and proposed to the contractualisation process mentioned above.
