The study complements the elaboration of the Action Plan Cávado 2014-2020 and consists in formalising a Territorial Development Integrated Strategy (TDIS), demanded by national and regional planning authorities in order to orient the proposal of contractualisation of a Territorial Development and Cohesion Pact that will be financed by the 2014-2020 propgramming period. The TDIS is composed of a prospective diagnosis, a vision for the territory, a mission for the TDIS, the analysis of stakeholders involvment in the operation, the governance model and a propsoal of outcomes and output indicators
