Cost-benefit Analysis of the Project of Intervention in the Final Course of Funchal

After the tragic events generated by the 2010 floods at Funchal, the Madeira Regional Government developed a set of projects aiming at enlarging the terminal course of the three Funchal streams and avoiding the devastating effects of floods. The EU funding of these projects requires a cost-benefit analysis able to analyze in depth the project economic and financial conditions. The team of Quaternaire Portugal has been charged of this study, reinforcing its knowledge about the territorial model of Funchal and completing the coordination of the revision of the Master Plan of Funchal.
As the intervention project has no significant capacity of generating incomes, the methodology used by QP has been focused on the detailed and rigorous assessment of costs associated to this kind of huge floods that could be prevented by this kind of projects under assessment.
