The study for the Viana do Castelo “COLISEUM” Cultural Center took as reference a former work about the cultural, touristic and entertainment dynamics at  Viana do Castelo city and at the Alto Minho region. In addition, it also considered the relations between Viana do Castelo and all other regional dynamics in the cultural, touristic and economic sectors.

The Operational Program includes the design of the vision and the strategic goals for the Cultural Center , as well as, its programming concept for the three first years of operation. This concept is based on an institutional partnership promotion and strengthening, involving several cultural, educational and economic stakeholders, in order to enlarge the publics of this new center. In addition, this study contains the description of the organization model and the human resources required in order to carry out its activities program.

The study is completed with an economic and financial analysis, which includes the estimation for the opening budget and for the annual revenues and expenditures. This economic and financial analysis is also a basis for a description of the medium term financing needs.

In terms of methodology, the conduction of this study  required the involvement  with the technical team of representatives of the Local Authorities and also other local and regional stakeholders, which were considered relevant in order to assess the pertinence and feasibility of the programming proposals for the "COLISEUM".
