The core objective of the Eixo Atlântico Urban Agenda - towards a Smart Urban System, is to improve the implementation of EU, national, regional and local policies on-the-ground by involving and mobilising cities in the design and implementation of such policies in northwestern Iberian Peninsula.

Concluded by the end of 2015, and approved in January 2016 by the EA General Assembly, this is the first phase of the process, consisting in the preliminary proposal for widespread discussion. EA Urban Agenda is built on 5 axis:
