The Loulé Strategic Plan is the result of the decision took by the municipality to discuss its strategic positioning after having been completed the strategic planning exercises in Algarve region for the period 2014-2020, carried on by the CCDR Algarve and the CIM (Intermunicipal Community) of AMAL. All the internal services and staff of the Municipality have been engaged and involved in the elaboration of the Plan and a representative group of regional stakeholders whose strategies and investments point out to the municipality of Loulé. In methodological terms, it is a territorialised Plan, establishing the different incidence of the Plan among the different territorial unities identified in the territory of the municipality, defined strictly in line with spatial planning work which is underway in the municipality: historical city; urban triangle Loulé (city)-Almancil.Quarteira; barrocal; sierra and low-density areas; coastal concentration of tourism activities.

The Strategic Plan ends with a group of structuring projects, around which the Local Municipality may flexibly elaborate a pluri-year action plan, to which corresponds a system of indicators to follow-up the implementation of the Plan.
