The Strategic Plan for the Douro, Leixões and Viana do Castelo Ports Administration 2017-2026 defines the strategy for the development of the APDL activity and its various business units for the next decade.

Based on a very detailed diagnosis - and participated by a broad set of regional stakeholders - a new formulation of the Mission, Values and Vision for the port administration was established, based on a time perspective adjusted to the period of validity of the strategic plan and to the new contextual, institutional and business framework. These elements establish the basic concepts and principles of the APDL identity, according to which it presents itself to its members, the community in which it operates and the global market: a System of Ports of the North of Portugal, which integrates the commercial ports of Leixões and Viana do Castelo and the Douro Inland Waterway.

Based on this identity matrix, in the core factors for the development of the business and in a set of strategic and operational objectives, the Plan is developed in 4 strategic lines: Business; Info and Infrastructures; Internal management; and Sustainability.

The Plan was executed by a consortium leaded by TIS.pt, with Quaternaire Portugal.
