The main goal of the study was to elaborate a technical and pedagogic guide to help the Confederation opf Portuguese Tourism to lead as an intermediate management body the action-training programme "A Bwetter Tourism for 2020".

From a methodological point of view, it combines the knowledge accumulated by the QP team in terms of action-training programmes with the competences approach. The study establishes objetives for the training programme, designs the functioniong and organisational model, characterises the actors system (promoters, trainers and beneficiaries) and proposes a model for the follow-up, monitoring and evaluation of the action-training programme.
