Second Eixo Atlântico Strategic Study

The work involved the participation of the CEO of Quaternaire Portugal in a team organized by the Association Eixo Atlântico to update the 1st Strategic Study led by Quaternaire Portugal. The study is divide din three volumes: Urban System and Sustainable Development; Social Policies and Citizenship; Competitiveness and Innovation. The QP's team has coordinated the elaboration of the third volume. The global study was targeted at: (i) presenting proposals to coordinate local policies between the eighteen municipalities belonging to the Eixo Atlântico; (ii) increasing the visibility of the Eixo Atlântico space in the Europe of Regions and of Citizens and (iii) orienting the social and economic development strategies in order to tackle territorial asymetries

Agenda 21 de Ponta Delgada

A Agenda 21 Local de Ponta Delgada foi desenvolvida na sequência da subscrição pelo Município de Ponta Delgada da Carta de Aalborg e corresponde ao referencial estruturante da política de desenvolvimento sustentável do concelho. A Agenda foi produzida no âmbito de um processo de planeamento participado com as instituições e populações locais, compreendendo o Diagnóstico de Sustentabilidade, a Estratégia Local de Sustentabilidade e um Plano de Acção. Foi ainda desenvolvido um Sistema de Monitorização específico, bem como o Modelo de Implementação da Agenda 21.

Regional Spatial Plan of the Azores Autonomous Region

The work consisted of elaborating the technical studies supporting the Regional Spatial Plan (PROTA) published in 2010 by the Azores Regional Government. It has been led by a vast and pluri-disciplinary team, in which the fields of economy and tourism, agro and forest sector, infrastructures, natural and technological risks, urban system, housing, environmental protection and enhancement, telecommunications, employment and cultural heritage deserved deep analysis. A set of structuring systems has been built: productive system; infrastructures system; environmental enhancement and protection system; urban system. The work has been also supported by a demographic scenarization exercise that when it was matched by the employment prospects led to the identification of the attraction of high skilled human resources to the region as a main priority. The study also considers the geostrategic location of Azores islands as a crucial factor to the regional spatial plan strategy. The formulation of a vision to the Azores region, discussed and validated with the Steering Committee is a complementary element of the study. A set of general and specific (by island) rules orient the implementation of the Spatial Plan.

Barcelos Local Strategy 2020

The project consists of elaborating a strategic plan for the territory and municipality of Barcelos considering the horizon 2020. It is supported by a methodology that has combined traditional strategic planning tools (analysis of statistical data and other materials, dynamic SWOT analysis, VRIO analysis, participation and meetings with local agents) and makes a proposal of clusters of projects involving proactive and reactive approaches to the relevant economic, financial and social bottlenecks faced by Portugal and the municipality. The strategic vision, objectives and goals are focused on the resilience capabilities of the territory, diversity, entrepreneurship and creativity oriented towards a sustainable development model for the territory.

Lajes do Pico’s Integrated Plan for Sustainable Urban Regeneration

Lajes do Pico’s Integrated Plan for Sustainable Urban Regeneration follows from Specific Objective 6.5.1 - "To improve the quality of the Azores urban environment" within the framework of development policies for the 2014-2020 programming period.

It translates a strategy that brings together a set of interventions in the public space requalification, considering it a fundamental factor to the induction of the population's quality of life, setting new residents and attract new economic activities, especially in the touristic sector. The study has the following objectives: historical core of Vila das Lajes: (i) promote and protect the built heritage of the historic center and create the brand "Lajes do Pico: capital of whale culture", (ii) reorganize the urban empty space caused by closing EBS Lajes do Pico, establishing rules of use and occupation in order to encourage its revitalization, (iii) developing support for nautical activities, promoting the expansion or reorganization of nautical recreation center. Santa Catarina/Ribeira do Meio: (i) promote and protect the built heritage ensuring environmental and landscape integration of new buildings, (ii) establish rules that encourage the conflicts reduction between the different claims of land use, (iii) to ensure the protection of drainage of existing water lines.

Vila do Corvo’s Integrated Plan for Sustainable Urban Regeneration

Vila do Corvo’s Integrated Plan for Sustainable Urban Regeneration follows from Specific Objective 6.5.1 - "To improve the quality of the Azores urban environment" within the framework of development policies for the 2014-2020 programming period.

This study embodies an integrated strategy for sustainable urban development and socially inclusive, as part of a territorial development policy instrument, socio-economic and environmental of the Municipality, whose interventions target the following strategic objectives: (i) to protect and enhance the heritage values present, stating their identity and unique features; (ii) bet on the reformulation of the conditions of housing and public space as essential factors to the quality of life and functional capacity and social self regeneration the urban space; (iii) intervene in degraded or abandoned buildings, creating facilities that could be inducing the development of economic activities and of the urban regeneration; (iv) invest in symbolic spaces that associate memory to modernity, revitalizing the sense of identity, belonging and appropriation of urban space, especially the public space, and responsibilities of citizenship; (v) to raise awareness of the importance of conservation of cultural heritage and property and to encourage participation in rehabilitation of the classified urban area, disclosing the financial incentive scheme, the access conditions as well as appealing to their affective and effective participation in this process.

Santa Cruz da Graciosa’s Integrated Plan for Sustainable Urban Regeneration

Santa Cruz da Graciosa’s Integrated Plan for Sustainable Urban Regeneration follows from Specific Objective 6.5.1 - "To improve the quality of the Azores urban environment" within the framework of development policies for the 2014-2020 programming period.

The study translates as integrated strategy within a territorial, socio-economic and environmental development policy instrument, that intends this initiative to create an integrated and sustainable intervention operation, socially inclusive, making converge the various operations planned or proposed under the Operational Programme Açores2020 aiming to: (i) requalify the urban centre, preparing it for the new challenges that lie ahead, optimizing the costs and impacts of the proposed interventions; (ii) bet on the appreciation of this unique and exceptional heritage potential, enhancing synergies between interventions and creating conditions for the development of a heritage-based tourism activities strategy and urban development; (iii) create a dynamic public intervention to induce and attract private investment, particularly rehabilitation initiatives to improve the living conditions of buildings, responding to demanding requirements (eg housing type, thermic and acoustic comfort, energy efficiency, etc).

Madalena’s Integrated Plan for Sustainable Urban Regeneration

Madalena’s Integrated Plan for Sustainable Urban Regeneration follows from Specific Objective 6.5.1 - "To improve the quality of the Azores urban environment" within the framework of development policies for the 2014-2020 programming period.

The PIRUS_Madalena embodies an integrated strategy for sustainable urban development and socially inclusive, bringing together a set of interventions based on three fundamental dimensions, aimed generally: (i) revitalizing the historical relationship with the sea, promoting its history but also its ability to adapt to new realities, contributing to the creation of a dynamic urban center; (ii) requalify public spaces and the local public facilities, in order to benefit those who live and use this urban center by providing the space for a more effective response to community requests, allowing the creation of new urban dynamics that are inducers of economic growth; (iii) to enhance the mobility of Madalena’s municipality, improving the connection requirements to other urban centers, specially riverine, through soft modes.

Vila do Porto’s Integrated Plan for Sustainable Urban Regeneration

Vila do Porto’s Integrated Plan for Sustainable Urban Regeneration follows from Specific Objective 6.5.1 - "To improve the quality of the Azores urban environment" within the framework of development policies for the 2014-2020 programming period.

The PIRUS_Vila do Porto embodies an integrated strategy for sustainable urban development and socially inclusive, bringing together a set of interventions based on three fundamental dimensions, aimed generally: (i) to ensure the rehabilitation and revitalization of Vila do Porto’s historic center, seeking to promote the improvement of living conditions and the quality of the urban environment; (ii) create interventions in the context of an integrated regeneration operation, which values the historic area and articulates and enhances the synergy between this center and other historic locations as differentiators of a common history; (Iii) anchor the intervention of regeneration to the entrance doors of Vila do Porto, the airport and the port, places from which the historical narrative of Marienses and the affirmation of their identity must be promoted and disseminated.
