The Operational Programme (OP) Algarve 2014-2020 supports the community-based local development strategies led by the Local Action Groups (LAG), which have been created by the early programming periods of Lider Initiative, and encompassing the complementary municipality investments in strict strategic coherence withe the LAG strategies.

The main objective of the Action Plan for the Enhancement of Endogenous Resources (in portuguesem PADRE), coordinated by the QP's team, was to elaborate a global strategy and an action plan able to integrate community-based local development strategies proposed and led by the LAG's for the low density territories of Algarve and the municipality investments that complement those strategies. The Action Plan is the instrument used by the OP Algarve 2014-2020 to establish the priorities in supporting the low density territories concerning the enhancement of their main endogenous resources. The work has been achieved with a strong involvement of the QP's team with the LAG's, the municipalities, AMAL and other institutions operating in low-density territories
