Quaternaire Portugal held the Study of Base Sector Technical Vocational Training and Employment in Cape Verde that aimed to make a general characterization of the main attributes and organizational functioning of the sector, diagnose performance virtualities and difficulties and rank a set recommendations regarding its future development. The proposed framework for the study was to provide a hall for analysis, reflection and proposal to establish new plans and programmes in the area of human resource development. In this regards, the emphasis was put on scale programmatic approach but also at the institutional and legal dimensions related. In addition, it was envisagedct that the analysis should address the interaction dynamics betwstark prospeceen the subsystems that comprise the Sector Technical Vocational Training and Employment and have formed the backdrop of the political route in these sectors over the last decade and to contribute to support the development project of the National Qualifications System. The study presents a comprehensive set of recommendations resulting from the analytical path followed. Looking to give greater strategic coherence and unity to the proposals, they are grouped into five proposed agenda across the policy fields concerned, allowing to highlight policy priorities that emerged from the analysis made.
