The study aims to support the construction of a good practices framework and to improve the governance arrangements operated by public policy on e-learning. The study meets this goal through the evaluation and enhancement of existing models and practices and presenting a proposal for a framework of quality standards and of strategies and criteria for the architecture of a regulatory model to e-learning within the education and training.
