Portuguese legislation on local public companies requires that such entities are economic and financially sustainable, and demands the ellaboration of feasability studies.

In Barcelos there were two Municipal Enterprises: Educatioon and Culture Municipal Enterprise and Sports Municipal Enterprise.

This study analyses, from the cost and benefits point of view, the several scenarios for the future, includind the merging of both companies and transfer for the municipality of purely social activities.
