The study designs a methodology, which combines quantitative and qualitative elements, for anticipating skills needs. Working on a correspondence between qualifications and professions, the study encompasses among other dimensions the analysis of recent employment dynamics, a prospective analysis of skills demand (in quantitative and qualitative terms), the implications of CEDEFOP Skills Forecasting for Portugal, the analysis of jobs supply registred in Public Employment Centres. The model is focused on planning of intermediate skills, helping to support the planning of the national network of double certification courses. The anticipation model also encompasses a regional module, in which it is tested the application of the methodology to the intermunicipal level (NUTS III), instrict collaboration with Intermunicipal Communities and Metropolitan Areas.
