After over two decades of elaboration of General Plan of Urbanization of Serpa, its review is imposed because it is decontextualized under the laws, as well as the economic and social context of the city of Serpa.

The PU Serpa presented itself as an opportunity to rethink the city as part of the municipality and the region, based on an articulated strategy and compatibilized with other programs and instruments of territorial management. Therefore, the Plan proposes a territorial model that aims to: (i) integrate the new dynamics (social, economic, cultural, environmental), (ii) define skilled urban spaces, (iii) schedule strategic actions and priorities and (iv) establish monitoring and management mechanisms of efficient and effective monitoring progress of the implementation of the proposed model. Should be noted that the area of intervention of PU Serpa includes a buffer zone classified as complementary rural soil beyond the area included within the urban perimeter.

It was developed in 3 phases: Preliminary Proposal, Proposed Plan and the Plan.

The plan was published in December 2012.
